PUBLIC NOTICE
PUBLIC COMMENT PERIOD AND HEARING
PRELIMINARY ENVIRONMENTAL ASSESSMENT REPORT

The Fremont Unified School District (FUSD) has prepared a Preliminary Environmental Assessment (PEA) Report in accordance with Education Code section 17213.1, subdivision (a)(4)(B). The School District has submitted the PEA Report to DTSC for review and has chosen to make the PEA Report available for public review and comment pursuant to Education Code section 17213.1, subdivision (a)(6)[(A)].

Project Location:
The Site is comprised of three parcels located in Fremont, Alameda County, California. The property is approximately 33 acres in size and is identified with the Assessor’s Parcel Numbers (APNs): 543-275-4-4, 543-275-12-2, and 501-1802-96 by the Alameda County Office of the Assessor.

Description of Assessment:
This PEA Report was prepared by Terraphase Engineering, Inc. for submittal to the California Environmental Protection Agency (Cal-EPA) Department of Toxic Substances Control (DTSC). This PEA Report was prepared under the oversight of the DTSC in general accordance with the guidelines of the DTSC, as detailed in the PEA Guidance Manual (DTSC 2013).

The School District plans to make the PEA report available for public review and comment pursuant to Option A.

PEA Summary:
A site inspection performed prior to preparation of the PEA report identified the potential presence of environmental concerns. In order to evaluate these potential concerns in soil, a total of 89 soil samples have been collected at the Site to date. The soil sample analytical results were screened using the United States Environmental Protection Agency’s Regional Screening Levels for Region IX for the residential exposure scenario. These screening criteria were also modified where applicable to reflect DTSC Office of Human and Ecological Risk (HERO) Notes 3 and 4. Two areas of the site were identified to have levels of Polycyclic Aromatic Hydrocarbons (PAHs) above screening criteria. In order to mitigate PAH levels in soil at the Site in accordance with DTSC recommendations, an estimated 1,100 cubic yards of soil is proposed to be excavated and disposed of off-site.

A Removal Action Work Plan (RAW) will be developed to address the proposed mitigation methods and health and safety monitoring during soil removal. This report will be submitted to the DTSC for approval and oversight of PAH-impacted soil removal, including discussion of onsite and perimeter air monitoring and transportation requirements for trucks associated with the removal action. In addition, the draft RAW will be available for a 30-day public comment period prior to issuing the final RAW.  Upon removal of the PAH-impacted soil, it is expected that a No Further Action letter will be issued by DTSC.

Public Comment Period:
A public comment period for the PEA Report begins on March 13, 2015, through April 12, 2015. Written comments on the PEA Report will be accepted from March 13, 2015, through April 12, 2015. Comments should be directed to:

Public Hearing:
A public hearing to discuss the PEA Report will be held on March 25, 2015 at approximately 6:00pm or as soon thereafter as is feasible, in the Fremont Unified School District Board Room located at 4210 Technology Drive, Fremont, California 94538. Comments on the PEA Report will be accepted during the public hearing
